Cobb was ed­u­cat­ed at Marl­bo­rough Coll­ege (1849-1857) and Trin­i­ty Coll­ege, Cam­bridge, (BA 1861, MA 1864). He al­so stu­died mu­sic in Dres­den, and as­sist­ed Pro­fessor George Macfarren in re­form­ing the mu­sic­al cur­ric­u­lum at Cam­bridge. A de­vout man, Clark con­sid­ered en­ter­ing the min­is­try, but de­cid­ed against it.

Clark com­posed a set­ting of Psalm 62 for So­lo Voic­es, Chor­us and Or­ches­tra, com­mis­sioned for the North East Choirs As­so­ci­a­tion Fes­ti­val at Ri­pon Ca­thed­ral in 1892; sev­en serv­ices, in­clud­ing the Serv­ice in C for Men’s Voic­es, writ­ten for St. George’s Chap­el, Wind­sor Cas­tle; an­thems; the mo­tet Surge Illuminare; glees; 20 set­tings for Barrack Room Ballads by Rudyard Kipling; and a Suite for Violin.
