Jenkins en­tered Aber­ys­twyth Coll­ege in 1874 and stu­died un­der Jo­seph Par­ry, chair of mu­sic at the Un­i­ver­si­ty. He went on to stu­dy at Cam­bridge, grad­u­at­ing there in 1879. He was much in ev­i­dence in the mu­sic­al life of Wales, and judged at the na­tion­al Eis­tedd­fod and pro­vin­cial Eis­tedd­fo­dau. He ed­it­ed Y Cerdd­or (The Mu­si­cian) from 1888 un­til his death. His works in­clude:
