Powell was ed­u­cat­ed at Brad­field and Or­i­el Coll­ege, Ox­ford (BA 1879, MA 1882). He was or­dained a dea­con in 1880, and priest in 1881, serv­ing as Cur­ate of Farn­ham (1880-5) and Rec­tor of Newick (1885-1919).
